(1) A person having the following qualifications and experience shall be eligible to be the Vice-Chairman of the Council:-
(a) At least a master's degree from a recognized educational institution,
(b) Working in the field of technical education and vocational training for at least fifteen years,
(c) Completing the age of forty years and not reaching the age of sixty years.
(2) Notwithstanding anything written in sub-rule (1), a person working as a director of an organization affiliated to the council cannot be nominated for the post of vice-president.
